I don't have open for business, so I don't know how to set the prices. But I have university and nightlife, so I don't see why it shouldn't work.
I would first try deleting it and then putting it back.
Sometimes certain university things only work in the university neighborhood bits, so if your community lot is in your main neighborhood, it may not work.
You could try making another community lot and put another sellaphone gadget kiosk in it and see if that works, just for a comparison.

If you still cant get it to work, then you can still get phones by using a cheat -
type in 'boolprop testingcheatsenabled true'
shift+click on a sim and select 'give cellphone'
you can also do this with MP3 players and game consoles if I remember correctly.
